Abstract NoteThe publication of this book is extremely timely, for the next major advances in manned space flight after Project Apollo will most likely be made in earth orbital operations. Manned exploration of the moon will certainly continue after the initial landing, but it will be performed essentially with the Saturn V launch vehicles and Apollo spacecraft developed in Apollo, especially in the early phases. Modifications to this basic hardware will increase operating capabilities to permit extensive lunar explo?? ration during prolonged stay times by the astronauts on the moon's surface. Manned orbital space stations have been studied for years, and NASA is already well along in development of its first attempt to provide more spacious accommo?? dations for astronaut-scientists in its Saturn Workshop program. While the Workshop is certainly not the ultimate space station of which our technology is capable, it is a workable, poor man's approach to the immediate need for using and expanding our present manned space flight capability without a de?? trimentalloss of momentum. The approach of converting a Saturn rocket stage into a manned laboratory and observatory in space is an improvisation that matches the use of the jerry-built Jupiter C back in 1958 to launch Explorer I. Let's hope that it can get the job done just as effectively

Abstract NoteMassive stars occupy an exceptional place in general astrophysics. They trigger many if not all of the important processes in galactic evolution whereas due to their intrinsic brightness, they offer the (only until now) possibility to study the stellar content and stellar behaviour in distant galaxies. The last, say, 25 years, massive stars have been the subject of numerous meetings discussing the influence of massive stars on population synthesis, the number distribution of different types of massive stars, the LBV phenomenon, WR stars, X-ray binaries, stellar winds in massive stars, chemical pecularities in massive stars, supernova explosions of massive stars and the important SN1987A event, the influence of massive stars and chemical evolution of galaxies. It is clear that without a theory of stellar evolution, the study of these topics loses a lot of its significance. Massive star evolution therefore got a chance in these meetings, but rarely as a prime subject. The state of the art, the physical processes and the uncertainties in stellar evolution were barely touched. Even more, the influence of close binaries in all these massive star meetings slowly disappeared the last, say, 13 years without any scientific justification, although a significant fraction of stars occurs in close binaries with periods small enough so that both components will interact during their evolution. Denying the binaries or not discussing their influence on results and conclusions, makes the latter very uncertain or even completely unreliable

Abstract NoteIn May 1976, when one of us was temporarily associated with Stras?? bourg Observatory for lecturing on distance determination methods (Heck 1978), Pierre Lacroute - then in his last year as Director there - mod?? estly requested comments on a project he had been cherishing for quite a few years, and which he had been presenting to visitors and colleagues: an astrometric satellite. His persuasiveness and persistence won support from the scientific com?? munity, from the French space agency CNES and from the European Space Agency (ESA): the Hipparcos satellite was born. It was fitting that Lacroute lived long enough after his retirement to attend the launch of his brainchild in 1989 and to see it successfully operational. He knew however he would not enjoy the completion of this long and ambitious mission (he passed away on 14 January 1993, a few days before reaching the age of 87). In May 1997, in the prestigious setting of San Giorgio :Maggiore in Venice, ESA organized a symposium celebrating the presentation of the Hipparcos and Tycho catalogues. That conference signalled also the re?? lease of the first scientific results based at least partially on Hipparcos data. An impressive proceedings volume (Battrick 1997) of more than nine hundred pages, gathering together almost two hundred contributions, gave evidence of numerous studies in progress, in addition to papers starting to appear in the classical journals. Abstract NoteThe XVlllth General Assembly of the International Astronomical Union was held in Patras, Greece, from 17-26 August 1982. It was marked by the tragic death of the President of the IAU, Professor M.K.V. Bappu, on August 19, 1982. This sad event, without precedent in the history of the Union, posed serious problems to the organization of the General Assembly, which could only be overcome by the full collaboration of all members, the organizers, and the Executive Committee. A tribute to the memory of Prof. Bappu was paid during a plenary meeting on 23 August 1982. The full texts of the speeches are published in Chapter I of this . volume. The excellent scientific programme in Patras was organized by the Presidents of the 40 IAU Commissions and coordinated by the IAU General Secretary (1979-1982), Professor P.A. Wayman. The local arrangements were taken care of by Professor C. Goudas and his collaborators from the Patras University. Due to the unexpected withdrawal in 1979 of another invitation to host the 1982 IAU General Assembly, the organizers in Greece had less than two years available for the extensive preparations, and our hearty thanks are due to them for their persistent efforts, which made this General Assembly an outstanding success

Abstract NoteIAU Symposium No. 167 brought together researchers who use CCDs and arrays, designers and manufacturers of CCDs and Array Mosaics and those who write the software to control these devices and to reduce the large amounts of data contained in each frame. At the meeting such topics as plans for applying the new technology to the new large telescopes that have been built recently and those planned in the near future, new developments in infrared arrays, advances and concerns with the use of CCDs in photometry and spectroscopy and the creation of large mosaics in photometry and spectroscopy and the creation of large mosaics of chips which allow larger areas of the sky to be covered in a single frame were discussed. There were sessions devoted to the following topics: New Developments in CCD Technology; New Developments in IR Detector Arrays; Direct Imaging with CCDs and Other Arrays; Spectroscopy with CCDs and Other Arrays; and Large Field Imaging with Array Mosaics. Scientific results of studies made with this technology were covered in the poster sessions. CCD and Array Detectors have become the detectors of choice at all the world's optical observatories. Such instruments on small university and college telescopes have turned these telescopes into instruments that can now do observations which in the past were done only on the largest telescopes. CCDs and Arrays are known as `the people's detector' because of their ability to turn small telescopes into true research instruments. On large telescopes observations can be made of extremely faint and crowded objects that were impossible to observe before the advent of CCD and Array technology. The proceedings of this meeting will be useful to all those who are interested in the design, manufacture and use of CCDs and Arrays for astronomical observations

Abstract NoteInterstellar matter is one of the most active fields of research in present-day astronomy. Observational information spans the full electromagnetic spectrum from gamma rays through rocket-ultraviolet, optical, infrared and millimeter to long radio waves. Results of research in physical chemistry find as much application as mathematical methods. Interstellar matter plays a leading role in studies of our Galaxy and of external galaxies, and contributes increasingly to stellar astronomy. At the 16th General Assembly of the International Astronomical Union, held in August 1976 in Grenoble, France, the many new developments in this vast field were surveyed in a number of sessions of Commission 34 (Interstellar Matter), mostly jointly with other Commissions of the Union. Separate sessions were devoted to: The hot interstellar gas phase, Interaction of stars and interstellar medium, Interstellar molecules and dust, The large-scale distribution of interstellar matter in the Galaxy, and Interstellar matter in external galaxies. Twenty-four invited review papers were presented and discussed in these sessions. The quality and success of these topical reviews made it seem desirable to make them available to a wider audience. Professor Edith Muller, the new General Secretary of the IAU, enthusiastically supported the idea. Most importantly, the reviewers - who had originally been pro?? mised that an oral paper was the only requirement - agreed to prepare written versions. I am grateful to Mrs. Muller, to the authors, and to Reidel Publishing for their collaboration in the preparation of this book

Abstract NoteThe near Infra-Red emission of the Interstellar Medium is a very puzzling subject. In the brightest regions, where spectroscopic observa?? tions are possible from the ground, several bands (3.3 - 3.4 - 6.2 - 7.7 - 8.6 - 11.3 ~m) have been observed since 1973. The absence of satisfying explanation was so obvious that they were called "Unidenti?? fied IR Emission Bands". The puzzle still increased when were known the first results of the general IR sky survey made by the satellite IRAS. On a large scale, the near IR emission of the Interstellar medium was expected to be very small but it was observed to be about one third of the total IR emission for our own galaxy ..??? The situation has moved in 1984 when it was suggested that a class of stable organic molecules, the Polycyclic Aromatic Hydrocarbons (PAH's) could be at the origin of this near IR emission. Initially based on the required refractory character of particules that should be heated to high temperature without subliming, this hypothesis leads to a sugges?? tive spectroscopic similarity with the observed astronomical bands. This hypothesis is attractive and it has many implications, for ins?? tance, the PAHs would be the most abundant organic molecules in the universe. However, many points have to be clarified and the different consequences of this suggestion should be explored
