Contents NoteIn October 2000, NOAO held the :First Workshop on the O/IR Ground-Based System" in Scottsdale, Arizona. The goal of that workshop was to identify ways in which public and private observatories in the US could work together to maintain a broad base of cuting edge capabilities. The need of a highly multiplexed spectroscopic capability was one of the most desired capabilities identified by that workshop. Since this recommendation followed on the heels of an NOAO whitepaper on the scientific case for a telescope dedicated to wide-field multi-object spectroscopy (SWIFT : A Spectroscopic Wide-Field Telescope", NOAO decided to host a community workshop to investigae the scientific need for such a capability and its technical challenges.
